New Leadership for Global Expansion

OpenAI announced that former UK Chancellor George Osborne will serve as Managing Director and Head of OpenAI for Countries. In this capacity, Osborne will steer the company’s effort to extend its Stargate data‑center program outside the United States, working directly with foreign governments to deploy OpenAI technologies and develop public‑service AI applications.

Purpose of the ‘For Countries’ Initiative

The initiative, launched earlier in May 2025, was created in response to requests from multiple nations seeking secure, sovereign AI infrastructure. OpenAI for Countries set an initial target of partnering with ten countries in its first round, aiming to provide customized ChatGPT experiences that reflect local language and cultural nuances.

Osborne’s Role and Responsibilities

Osborne’s responsibilities will include facilitating government adoption of OpenAI tools, expanding existing partnerships, and advancing work on AI infrastructure tailored for public‑service use cases. He is slated to begin his duties in January 2026 and is expected to represent OpenAI at the World Economic Forum in Davos shortly thereafter.

Professional Background

Before joining OpenAI, Osborne served a six‑year stint as Chancellor of the Exchequer from 2010 to 2016 and a five‑year stint as Shadow Chancellor prior to that. His career also includes positions at investment bank Evercore, the British Museum, and cryptocurrency platform Coinbase.

Public Statement

In a post on X, Osborne expressed his enthusiasm for the role, stating: “In my conversations with Sam Altman, Brad Lightcap, and other senior colleagues, it’s clear they are exceptionally impressive leaders and that they care very deeply about their mission to ensure the power of artificial intelligence is developed responsibly, and the benefits are felt by all.”

Strategic Implications

OpenAI’s decision to bring a high‑profile political figure into its ranks highlights the company’s commitment to strengthening relationships with government agencies worldwide. The move follows the launch of the first Stargate campus in Abilene, Texas, with additional U.S. sites already planned, signaling a broader push to scale AI infrastructure on a global scale.
